They keep the people in a constant state of fear. The Tal Shiar acts under the authority of the highest levels of government, unanswerable even to the Romulan Senate. The Tal Shiar maintains their own fleet. Their operatives outrank all but the most senior members of the military. Many disappearances have been attributed to the Tal Shiar. The Tal Shiar were nearly destroyed in 2371 while acting in concert with the [[Obsidian Order]] to destroy the [[Founder]]s homeworld. Unlike their [[Cardassian]] counterparts, they were able to rebuild from the debacle.<br />
