Starbase 23 is a starbase controlled by the United Federation of Planets.
Starbase 23 was the meeting place of Samuel Bishop and Yurianna Masakari. While on Starbase 23, Bishop had undergone reconstructive surgery after saving a crewman's life. (SB60: "Damage Control")
