The '''Tactical Information Centre''' (TIC), also known as a Combat Information Center, is an auxiliary control area on a ship (normally classes considered "warships") or station that provides processed information for command and control of the near battle space or "area of operations".  The need for commanders to be able to carry on combat operations over the vastness of space, involving so many resources and immense amounts of data has been recognized by every major power in the galaxy.  This was especially true during the [[Dominion War]], when not only did [[Starfleet]] commanders have to direct large-scale operations of their own forces, but also coordinate and incorporate those of the [[Klingon Defense Force]] and later, the [[The Imperial Fleets|Romulan Star Navy]].  Regardless of the vessel or command locus, each TIC organizes and processes information into a form more convenient and usable by the commander in authority. Each TIC funnels communications and data received over multiple channels from several types of data, which is then organized, evaluated, weighted and arranged to provide ordered timely information flow to the battle command staff under the control of the flag officer and his deputies.

The Sheliak Corporate is the governing body of the [[Sheliak]]. Citizens of the Corporate are referred to as "The Membership" and their societal structure is based upon a sense of duty and a high sense of community. This has also lead to an attitude of Sheliak superiority and general xenophobia, leading them to be somewhat reclusive with few links to other Alpha Quadrant powers, however after attacks on them by the [[Dominion]] during the [[Dominion War]], they have recently moved into a period of comparatively high contact with local powers and away from an extreme-isolationist foreign policy.
TICs were purposefully incorporated into the designs of several classes of Starfleet ships, such as the [[Akira class|Akira]] and [[Excalibur class]]es. They can also be retrofitted to larger classes with only a few days of dock time.  These ships have dedicated sensors and communications in addition to a ship's normal compliment to allow for uninterrupted C&C operations.   [[Klingon]], [[Romulan]], and [[Breen]] ships also have a TIC (or an area similar to it) of varying size and capability aboard the majority of their ships.  Vessels equipped with a TIC are normally assigned as flagships or command and control ships over squadrons, task groups, task forces, fleets, and the like.
Contrary to what the name applies, [[Tactical]] personnel are not the only department found in a TIC.  [[Strategic Operations]], [[Intelligence]], and [[Communications]] also play vital roles there as their expertise is often called upon.

Little is known about the history of Shelia before the founding of the Corporate, but it is known that a massive and highly catastrophic war was required to bring about planetary unity. It is believed that the war was non-Nuclear thanks to restraint shown by all sides and that as a result of the highly complicated peace treaty, the Corporate was formed. Initially like the UN on [[Earth]], the Corporate rapidly grew into a planetwide government and shortly afterwards, Warp Drive was discovered and the Sheliak ventured out into space for the first time in 2135.

The Sheliak had a number of poor initial relations with their immediate neighbours and over the course of the next 60 years fought a long string of vicious and brutal wars over colony worlds, trading rights and the inevitable problems which emerged from the Sheliak's superior attitude. Having won the four wars and virtually exterminated their four rivals in the area, the Sheliak corporate became somewhat xenophobic towards any other Stellar power, largely in part to their perceived poor experiences and first contact with their immediate neighbours. Having secured their immediate position the Sheliak began colonisation of their opponents former worlds, despite the fact that they prefered [[Class H]] worlds, they thanks to a burgeoning population were also forced to become experts in Terraforming, converting worlds formerly uninhabitable to their usage.
 
When, in 2209 first contact with the Corporate was made by the [[Federation]] vessel the USS ''Shanghai'', an ''Akula'' class vessel, it did not go well, due in part to an aggressive attitude from the Sheliak and difficulties in translating their language, a feat that would only be accomplished in 2384 with the help of the Sheliak themselves. The first contact resulted in the ''Shanghai's'' destruction and was the beginning of 40 years of poor and sporadic relations with the Corporate leading up to the Armens Border Conflicts between the two which ran for a handful of months beginning in 2355, the conflict was inconclusive and lead to the signing of the [[Treaty of Armens]], between the Federation and the Sheliak.
 
The actual negotiations with the Corporate to form the Treaty took over 10 years due to the complexity the Sheliak demanded. It was also abnormally precise, sometimes even defining where a Zone of Colonisation Interest ran down to the millimetre. By the time the Treaty was complete, it ran to over half a million words and contained some 5000 Primary clauses as well as 100,000 words of preambulatory language.
 
Immediately following the Treaty, the Federation withdrew to it's "Zone of Colonisation Interest" and began to secure it as a permanent border. Whilst the Sheliak withdrew into a period of comparative isolation, during which they partook little in Interstellar trade or diplomacy with the Federation, although they did notably trade in limited quantity with both the [[Cardassian]]s and the [[Tzenketh]], primarily because due to their Xenophobic natures, actual contact was avoided at all costs, suiting the Sheliak perfectly.
 
This all began to change once the Dominion War began, via the replacement of key figures in the government, Dominion Representatives were granted an unusual embassy on Shelia and during the war they began to draft a Treaty with the Sheliak to bring them into the war, however the Dominion did have to grant the Sheliak vast quantities of technology, advancing their weapons technology ahead of the Federation's. The Treaty was never completed and some observers suspect that the Sheliak never intended to complete the Treaty, just glean everything they could from the Dominion in the promise of completing it. Regardless of their motives, the Dominion War lead to an increased level of contact and a degree of lessening isolation from the Sheliak, with them even setting up an embassy on Earth in 2382. At present relations remain frosty, but the Sheliak are beginning to ameliorate their isolationist stance, at a typical cautious snail's pace.
