| In an agreement with the Cardassians in 2376, the settlers were allowed to stay and self-govern themselves. The [[Bajoran]]s acted as mediators during the negotiations, although the accord was very unpopular among the citizens of neighboring planets. Four years later, the ultranationalist Gul Arrod invaded the planet and arrested several former Maquis to be tried as criminals. After months of negotiations, the [[Federation]] was able to secure their release---after threatening to scale back recovery supplies for the war-torn [[Cardassia Prime]].
