Communications is a vital part of each and every starship and starbase. The Communications Officer monitors any and all transmissions aboard ship, as well as externally. The Communications Officer is an experienced linguist, proficient in many different languages.
The Chief Communications Officer is responsible for all of the personnel in his or her department. The Chief Communications Officer reports to the Commanding Officer and Executive Officer.
Communications is rarely found as a seperate Department except in the largest of Starfleet installations, its roles usually being folding into the Operations or, more rarely, Diplomatic departments.
