Moab IV is a large, barren Class K planet and home to a Human genome colony that was established in 2168. The entire world is uninhabitable save within pressurized bio-domes. These domes are reinforced to withstand the harsh environment, as well as eathquakes up to 8.7 on the Ritcher scale.

The settlers who came here were seeking to established a perfect society, one where no one would feel unimportant and unfulfilled. The colony would also be free of disease and infirmity. Thus, the inhabitants of Moab IV are both socially and genetically-engineered to that purpose. Each member of the society is born and trained to preform a certain role and thus making the society highly intergrated and interdependent. If anything happened to some one in the community, it had a profound effect on everyone. Everyone inside the dome became an indispensable part of the whole, thus the colony became a sealed environment where no one was allowed to leave or enter.

This inevitably changed in 2368 when a stellar core fragment from a collapsed neutron star threatened the colony. The leaders had no choice but to accept the assistance of the USS Enterprise-D, ultimately resulting in 23 citizens opting to leave with the ship and discover the galaxy outside the dome.
