The Fleet Tactician is a role which very few occasions in fact call for. They are only ever assigned at fleet level and will sometimes not even be Starfleet officers - rather civilians or personnel of another military acting in an advisory capacity.

Their job is more often confined to advising the fleet's command and helping with the detailed planning of operations. During peacetime the role may even be done away with or used to give promising future admiralty figures experience of a desk job and how Starfleet Command really works. In some situations a fleet tactician may even be personally sent as an expert mission adviser onto a starship.
