The Norexan class is a type of Romulan warbird that entered service in the late 2370s. Two of these vessels assisted the USS Enterprise-E in its fight against the Reman warbird Scimitar at the Battle of the Bassen Rift in 2379. Armed with disrupters, manoeuvrable and remarkably fast, the Norexan presents a sleaker and presumably less resource-expensive counterpart to the juggernaut that is the D'Deridex.
Undoubtedly a formidable vessel, it is apparent from that encounter that the Norexan does not possess the durability or firepower to rival the latest Federation or, presumably, Klingon designs being produced. Certainly, the circumstances were unique in that, for the brief time it took their opponents to defeat them, the Romulan ships were targeted by focused enemy fire, which served to overwhelm their shields in much the same way that the repeated fire of a Defiant class starship's pulse phaser cannon is intended to inflict significant damage through the aggressive utilisation of the initial lag-time in the effectiveness of most shield types.
Accordingly, with just that lone combat encounter to use as a basis for comparison, Starfleet is justifiably uncertain of the Norexan's exact capabilities. That it is fast and possessed of powerful weaponry is definite and, given the Romulan penchant for turning their ships into large troop carriers, the vast wingspan of the Norexan indicates a large crew complement. Perhaps most worryingly from a Federation point of view, the facts behind the Norexan's production run are unknown. The D'Deridex had been active for a considerable number of years before its existence was first learned of. While close relations during the Dominion War and the dire straits of that time seem to argue that the Norexan is a new advancement - none were seen during a conflict that was almost as important to the Romulan Star Empire as it was to the United Federation of Planets and the Klingon Empire - and, so, relatively few in number. However, nothing is ever certain with the Romulans, and the Norexan could have been a tried and tested design long before the Battle of the Bassen Rift took place.
