Interspecies Scientific Exchange

The Interspecies Scientific Exchange is a personnel exchange program, similar in scope to the older Interspecies Medical Exchange, where scientists and other researchers from the many governments in the Alpha and Beta Quadrants, among which include the United Federation of Planets, the Romulan Star Empire, and the Klingon Empire, work aboard starships and at facilities of other ISE members in the interests of continued scientific and cultural advancement.
