By the early 2360s, the Cardassian military was beginning to consider replacing its aging fleet of runabouts and auxiliary support craft. Some classes, like the Praj'met shuttles, had exceeded their life expectancy by nearly 50 years. With the withdraw from Bajor and other areas becoming an inevitability, funding for such a immense project was sure to be limited. So the Cardassian Central Command ordered its R&D and Procurement agencies to look into the possibility of developing a "one size fits all" design to keep cost down. The only stipulations were that the ship be of usual Cardassian ruggedness and simplicity, with heavy armor. Nearly 20 designs were considered (including two Ferengi and one Ktarian), and the one chosen not only fit the bill as far as adaptability and reliability, but it also kept with the perferred Cardassian "pendelum" design.

The Simonek class first went into production in 2371 at Cardassian Production Base #12 at the Tevak Shipyards and soon three other yards were also churning them out. The Dominion War severely curtailed the number produced until 2377. Even though the Union was recovering and ill-equipped to do so, the program was given a top priority and the surviving yards went back to building them. There are nine distinct models of the Simoneks: a runabout, a rapid insertion craft (similar to the Federation's hopper), a vehicular delivery ship (used to put mechanized equipment on a planet), a transport, a cargo version, an ambulance, a satellite/array maintenance ship, a gunship, and a short-range scout ship. Outwardly, they look very much alike and can be readily reconfigured to do multiple roles with minumum maintenance crews.

The Simoneks have a small flight deck located forward and above the main deck. When travelling in atmospheric conditions, it has two retractable wings to help with flight characteristics and stabilization. It is modestly armed for a Cardassian vessel, save the gunship version which has an added Spiral wave banks and additional micro-torpedo launcher as well as provisions for air-to-ground munitions and communication-disrupting features.
