The Tholian Accords of 2360 established Federation diplomatic relations with the Tholians, a traditionally hostile civilization. The Tholian Accords established the borders of Tholian space, closed the borders to ships of both sides, and established protocols for diplomatic communications between the Federation and the Tholian Assembly.
